October 30, 2006 (White Plains, NY) -- eScholar LLC, the nation’s leading provider of K-12 longitudinal data systems, will be teaming with prime contractor Deloitte Consulting LLP to provide services to the U.S. Department of Education for the Migrant Student Information Exchange (MSIX), a five year contract awarded to give States the capability to effectively and efficiently exchange migrant student records nationally.

The eScholar Uniq-ID System™ is the only student identification system that is broadly deployed across the country. Georgia, Iowa, Kansas, Missouri, Nebraska, Pennsylvania, New Mexico, South Carolina, and Wyoming use it as the foundation of their statewide longitudinal data systems. It has enabled state education departments to identify every child and provide a comprehensive and unified view of a student’s multiple records. The eScholar Uniq-ID System™ collects student identification data, matches, de-duplicates and assigns anonymous identifiers. With this system of unique identifiers in place, educators are able to track student records across time, geography and the wide variety of systems in which student data are found. These records can then be used by educators to provide students with targeted instruction even as these students move between districts or states.
Migrant students may attend as many as six or seven schools per year. Today, school records are frequently transferred as hard copy through the mail or by fax, which can delay services to a student. The Migrant Student Information Exchange will help reduce the educational disruption and other problems that result from repeated moves. As required by the No Child Left Behind Act (NCLB), MSIX will be used to facilitate the timely enrollment, grade and course placement, and credit accrual of migrant students who move from one district or State to another. It will also allow the Department of Education to determine the number of migratory children in each state.
